American Legion Post 279                             6 June 2017

Meeting was called to order at 19:00 hrs, after opening remarks and POW-MIA reconigition, post business was started.

As there was no meeting last month due to not enough members present, there was no minutes to be read.

A new member was present.  Rodney Harbaugh.  He introduced himself and stated that he spent 9 years in the Army as a combat engineer.  Welcome Rodney.

The Commander reported that we had no one on sick call.

Warren Moss will undergo knee surgury next month.  We wish him well.

The Commander reported the Finances as follows:

Bar Account:            $ 4,838.28
General Fund:         $20,656.64
Membership:         $2,100

The slots brought in $4,000 for the last 2 weeks of July.

Under old business:

The work on the kitchen was brought up.  We have hired John McCord, a local painter, to do all the walls at a cost of $ 2,200.  He will begin work in mid
September and should take 2 weeks to complete.  He will consult with someone about the floor.  Not sure if we can just paint it.

We will most likely not be able to have chicken dinners due to not making a lot of money on them. 
The health department stated that we can cook whatever we want as long as we can wash the pots and pans in our 3 compartment sink in the bar area.
We may be able to cook outside if we need to.

The Commander is going to inquire about getting our other walk in freezer fixed.

The district meeting was held at our legion on Sunday July 30th.  The District Commander said that he would like to see the District get back into the top ten percent in membership.  We are currently at 18%.  Most of those present stated that it was hard to get new members because of the population.  We have also lost several to death and have no one to replace them. 

The Commander brought before membership that he had purchased a 2011 Club Car golf cart with only 5 hours on it for $3000.  He stated that he would like to see the Legion purchase it from him so that we could use it in parades.  He also stated that he would be ok with the legion paying him back over time.  We do not have much participation in parades and this would be a great opportunity to let the public know that the legion is still here.  We would be required to make it street legal at a cost of around $400.  Lomilino Sign Company would be able to do a flag and Legion emblem on it for $ 150.

Steve Susser mad a motion to pruchase the cart from the Commander, seconded by Rodney Harbaugh, motion carried.  The Adjutant stated that he would write a check for $500 from membership to the Commander to get the ball rolling.

Our Senior Vice brought up about how many members need to be present for a quarum.  Currently it is 10 as stated in our By-Laws.  He made a proposal to amend our By-Laws and change the quarum to 8 members due to the lack of attendance at our monthly meetings.  The average over the last 6 months has been 8.  He also proposed that we amend the By-Laws by adding Voting to them.  He proposed that we should require 75% of a quarum of 8 present to pass or deny a vote on propositions.  Warren Moss Made the motion to amend the By-Laws as proposed,  Motion was seconded by Steve Susser.  Motion Carried by unanimous vote.

It was brought up that IDOT would put up signs on Morton Avenue to show where the American Legion is located.  It is at no cost to us.  It would be helpful for visitors coming into Jacksonville.  Commander stated that he would check with IDOT.

Membership dues are due August 1st.  If not paid by Jan 1, 2018, you would no longer be considered a member.
